Simon has more than 25 years' experience advising on the development and funding of major projects in Australia and internationally.

His experience covers all commercial aspects of project developments (including transactions developed under a wide range of procurement models) and he has a particular focus on funding (including debt and equity investments).

He has advised on a wide variety of transactions in the infrastructure (including transport and social infrastructure), energy and resources sectors.

His experience covers transactions across the full project lifecycle and includes complex multi-sourced financing, restructuring of distressed projects and a number of deals featuring innovative government financing support.

Sydney Metro OTS projects

Advised NorthWest Rapid Transit on the financing of its successful bid for the Sydney Metro North West Operations, Trains and Systems PPP and Sydney Metro on financing aspects of the development of the Sydney Metro City & South West Operation Trains and Systems PPP.

Sydney Motorway Corporation

Advised Sydney Motorway Corporation on the original project financing for the New M5 and M4 East stages of the WestConnex Motorway in Sydney.

AquaSure

Advised AquaSure, the project company which developed and is operating the Victorian Desalination Plant PPP, on its debt financing arrangements including its diversified refinancing program featuring bank debt from the Australian and Asian debt markets and issuances in the US private placement market and under an Australian MTN program.

Transport for NSW

Advised Transport for NSW and Sydney Trains on the restructuring and recapitalisation of the Waratah Rolling Stock PPP.

Various

Advised bidding consortia and supporting financiers on a number of bids for major Australian PPPs including the Inland Rail Gowrie to Kagaru PPP, the North East Link PPP, the Cross River Rail Tunnels, Stations and Development PPP, the Toowoomba Second Range Crossing PPP, the Mundaring Water Treatment Plant PPP and a number of bids for funding under the NSW government’s Social and Affordable Housing Fund scheme.
